The works must still fully comply with fire safety codes and standards in design, construction and operation. Removing fire safety acceptance shifts the entire compliance risk to the owner and contractors, controlled through audits and on-site inspection.
Without the Police authority's acceptance-approval document, the acceptance minutes, construction diary, test results and as-built drawings under Decree 207/2026/ND-CP are the evidence of conformity when inspected or when a dispute or incident occurs.
Removing the appraisal of post-basic design at the specialised construction authority changes how responsibility is allocated among the owner, design consultant, verification consultant and contractor. Contracts in progress should be updated accordingly.
